Planning a smart, phased transition
Niagara Transit is carrying out a Fleet Electrification Strategy and Implementation Study to map out how we could move to lower-emission vehicles over time. The goal is to reduce greenhouse gas emissions while keeping service reliable and getting the best value for regional taxpayers.
The study is deliberately a study first. Rather than committing to a fixed number of vehicles up front, it looks at the options for a phased rollout of fleet and infrastructure, and stays flexible as the underlying technology keeps evolving. It’s being done alongside our 10-year Master Plan so fleet and network decisions line up.

Why electrify
The case for a cleaner fleet
Transit is already one of the greenest ways to travel. Moving toward zero-emission vehicles builds on that.
Lower emissions
Road transportation is one of the largest sources of greenhouse gas emissions. Cleaner buses cut that footprint and support the Region’s climate goals.
Cleaner air, healthier streets
Fewer diesel emissions means better local air quality and health benefits for the communities buses travel through every day.
Long-term value
Electric vehicles can mean lower fuel and maintenance costs over time. Federal and provincial funding helps offset the higher upfront investment.
A careful, evidence-based approach
Electrification is a major shift, and it isn’t the right pace for every route or facility at once. This study exists so decisions are based on Niagara’s real operating conditions and costs, not assumptions, and so any rollout is phased in a way that protects reliability and value.
Scope
What the study looks at
Moving to electric buses is about far more than the buses themselves. The study examines the whole system needed to run them.
Fleet & technology
Which vehicle types and technologies fit Niagara’s routes, distances, and climate, and how they’d phase in as older buses retire.
Garages & facilities
What upgrades our maintenance garages need, since facilities built for diesel weren’t designed for charging equipment.
Charging & the power grid
Charging infrastructure and the electricity supply to run it, including any grid upgrades needed to power a larger electric fleet.
Costs & funding
The full lifecycle cost, and how federal and provincial programs can reduce the impact on regional taxpayers.
People & training
The skills our operators and maintenance teams need to run and service high-voltage vehicles safely.
A phased roadmap
A realistic, staged plan that lets us adopt proven technology at the right pace and adjust as it matures.
The options
Zero-emission technologies
Transit agencies across Canada are weighing a few different paths. The study assesses which make sense for Niagara.
Battery-electric buses
Buses powered by on-board batteries, charged at the garage or along routes. The most widely deployed zero-emission option in Canada today.

- Needs charging infrastructure and garage upgrades
- Range varies with route length, terrain, and cold weather
Hydrogen fuel-cell buses
Buses that generate electricity on board from hydrogen, emitting only water. Suited to longer ranges and quick refuelling.
- Longer range and fast refuelling
- Needs a hydrogen fuelling supply chain
- Newer in the Canadian market than battery-electric
Many agencies also bridge the transition with lower-carbon fuels, such as renewable diesel or renewable natural gas, while charging infrastructure is built out. The study will recommend the right mix for Niagara.

Study awarded to Alectra Energy Solutions
Following a competitive procurement, the strategy and implementation study was awarded and work began.
Winter / Spring 2026
Final report
The completed strategy, including recommended technologies, infrastructure needs, costs, and a phased roadmap, is expected to be delivered.

Any recommendations would move forward through the Region’s capital planning and budget process, coordinated with the Master Plan.
How it’s supported
Funding the transition
Electrification carries a higher upfront cost than diesel, so senior-government funding is central to making it affordable. Federal and provincial programs support zero-emission transit planning, vehicle purchases, and charging infrastructure. Part of this study’s job is to position Niagara Transit to make the most of those opportunities while protecting local taxpayers.
